The Department of Education-Schools Division Office, Quezon City, through its Bids and Awards Committee (BAC-SDO,QC) intends to apply the sum of THREE MILLION ONE HUNDRED SEVEN THOUSAND FOUR HUNDRED EIGHTEEN PESOS and 81/100 (Php 3,107,418.81), being the Approved Budget for the Contract (ABC) to payments for the repair/rehabilitation of Schools Division Office Building under CY 2019 Basic Educational Facilities Fund (BEFF) for the works described below for the Schools Division of Quezon City.

The Department of Education, Schools Division Office, Quezon City, through its Bids and Awards Committee (BAC) now invites bids for the above-mentioned works. Bids received that exceed the ABC shall be rejected at the Bid Opening. Evaluation and Award shall be on a package basis.

Prospective Bidders must have an experience of having completed within a period of (3) years from date of submission and receipt of bids at least one (1) contract that is similar to the contract to be bid and whose value, adjusted to the current price using NSO consumer prices indices, must be at least fifty percent (50%) of the ABC to be bid.

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulation Part A (IRR-A) of Republic Act 9184 (R.A. 9184) otherwise known as the "Government Procurement Reform Act".

Bidding is restricted to Filipino citizen/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country, the laws or regulations of which grant similar rights or privileges to Filipino citizens pursuant to R.A. 5183 and subject to Commonwealth Act 138.

Prospective Bidders must present upon purchase of the bidding documents the original copy of the following documents:

1. Letter of Intent
2. Copy of PCAB License (Original)
3. PhilGEPS Registration under Platinum Category
4. Authorization Letter for the authorize representative

A complete set of Bidding Documents may be purchased by the interested bidders at the BAC Secretariat Office, DepEd Schools Division Office, Quezon City upon payment of a non-refundable fee for the bidding documents in the amount of Five Thousand Pesos (Php 5,000.00).

Bids must be submitted on December 23, 2019 until nine o'clock in the morning (9:00 AM) at Quezon City at Quezon City Science Interactive Center, Bago Bantay, Quezon City. All bids must be accompanied by bid security in any acceptable forms and in the amount stated in the ITB. Bids shall be opened in the presence of the bidders or their authorized representative. Late bids shall not be accepted.
